This bug is *not* a duplicate of #1626756. #1626756 is about a missing wallpaper depending on the state of org.gnome.desktop.background.show-desktop-icons. This is about a missing wallpaper depending on the state of org.gnome.metacity.compositing-manager. I tried again, and ...show- desktop-icons has no effect on this. In zesty (metacity 1:3.24.0-2ubuntu1) the situation has become even worse: It will not show a wallpaper if compositing is disabled, ever.
