Now the brightness save/restore is handled by systemd service now. Can
you check the status of the service?

On my system, I can find it via
Save Screen Backlight Brightness of backlight:intel_backlight


$ systemctl | grep backlight.service | awk '{print $1}'
systemd-backlight@backlight:intel_backlight.service
systemd-backlight@leds:dell::kbd_backlight.service

$ systemctl status systemd-backlight@backlight:intel_backlight.service

It should be 'Active: active (exited)'
