Thank you, @Gunnar Hjalmarsson. I'm still on LM18, maybe update to 18.1 when available for Xfce version will take up those changes.
Unfortunately, fixing this caused a different kate problem now... Can't paste with Ctrl+V (just in case anyone encounters the same as a result of following my path: pasting works for me when kate's snippet dialog isn't visible). Now I'll need to decide which problem is the one that bugs me more - no accents, or no pasting with snippet dialog open... Seems these input methods are entangled with very unexpected things. Must be a programmer's hell...!
