Public bug reported:

If I enter the lock screen while Hebrew is set as current input
language, I can't return neither by doing alt+shift or pressing the
clickable layout indicator.

Unlike #1244548 (Keyboard shortcut for changing keyboard layout does not work 
on lock and login screen), here it's only the lock screen, and the the layout 
indicator doesn't work.

Also unlike #1245398 (Cannot enter non-latin password characters in lock screen 
if layout set to english before lock) here the layout indicator IS clickable, 
it shows layout change (EN/HE) but practically it doesn't change the layout 
(You can see that text direction doesn't change and password isn't accepted)

Workaround: press "change user" (this can kill running processes on
desktop) and there in login screen it's possible to change layout.
