Btw, the linked Debian bug is valid, because it complains about not being able to take action on this message, which is something that could be improved. But since this will usually highlight issues which can only be fixed server-side, this message is primarily for distributors and PPA-maintainers, to know that something is wrong and needs fixing (details are show in verbose mode, because the issues can be plenty - see the Debian bug report for that).
