Ok, I'm proposing changes to three packages which I think will both fix this bug and improve the behavior of the language and formats capplets in gnome-control-center. The change in accountsservice alters the output from /usr/share/language-tools/language-options when $XDG_CURRENT_DESKTOP is "GNOME": The items in the list of language options will consistently include country code.
