Same here, unable to change the keyboard layout. Ubuntu 14.04.2, Unity, 64 bit.
The indicator shows Be, which is correct, but the actual layout is wrong. Checked / changed system settings several times, un/installed languages, disabled and re-enabled ibus, did a systemupdate, logged out and restarted several times.
