I have a similar version of this bug. It's happened since I upgraded from 13.10 (64-bit) to 14.10 and it causes the layout to reset to EN_US qwerty every time I click on any text box.
I only have EN_US Dvorak and EN_GB qwerty enabled, with dvorak as my default, so EN_US qwerty is not even enabled. Yes, I am certain it is EN_US qwerty and not EN_GB qwerty,as the symbols are arranged differently. As I type using Dvorak, and only have qwerty enabled in case others need to use the system (because our keyboard isn't a dvorak-printed one), this bug makes the system effectively useless for anything beyond light media consumption, for which I use my phone anyway.
