rtm/+source/cgmanager), but upstart is currently at version
1.13.1-0ubuntu3 vs. 1.13.2-0ubuntu1 in utopic.
James, please get the necessary changes landed into ubuntu-rtm/14.09.

landing team (e.g. ogra).
