After sudo apt-get install shotwell/trusty-proposed I go to File > Publish ... and the only option is Piwigo.
Add more accounts says there are no providers ... Edit > Preferences > Plugins lists Facebook, Flickr, Picasa, and Piwigo as checked under Publishing.
