the correct key is "draw_background", not "show_background", and it's used by 
gnome-settings-daemon where "/apps/nautilus/preferences/show_desktop" is used 
by nautilus.
To summarize:
- if you want no background displayed you have to set 
/desktop/gnome/background/draw_background and 
/apps/nautilus/preferences/show_desktop to false
- if you want to display a background image without nautilus icon set 
draw_background to true
- if you want to use nautilus on the desktop set draw_background

Do you confirm it works the intended way for you? It looks like your bug
is a feature request for nautilus to display icons without taking over
the window
