I'm also wondering why this is of low priority. A system with a broken keyboard layout is totally broken and unusable. IMHO this is high!
I'm thinking about downgrading to 12.04 which really worked flawless for me. Since install of 14.04 I have lots of problems on my MacBook 5,1. Nouveau is crashing on resume from suspend. Bug #1111884 Nvidia often does not recognize graphics card and input devices. Bug #1319899 Wifi often tries endless to connect. Maybe Bug #1310746, I'm not sure. Keyboard layout is changing randomly. My MacBook got really unusable with this upgrade. All these bugs exits since months, and my hope that they will be fixed soon is fading away from day to day.
