Can confirm same behaviour in Xubuntu 14.04. Using XFCE's Settings->Keyboard->Application Shortcut to assign shortcuts to special /multimedia keys (showing with XF86* prefix like XF86Music) on my Microsoft Natural Ergonomic Keyboard.
Assigning keys worked at first, and the shortcut seem to work randomly after boot. One time after boot they work, next time I reboot they don't work at all. Seems to be completely random after booting.
