Just started having this exact issue with my EWS exchange account AND my gmail account (which I use 2factor for so it was driving me insane)
What I did was go into seahorse and just clear all my saved logins. After doing that and then re-entering my login info once more it seems to have saved the logins to my keyring persistently.
