** Description changed: Similar to this bug https://bugs.launchpad.net/ubuntu/+source/gnome- panel/+bug/1078679 but I can't use the script suggested to get the top panel to work at all. It just shades from dark on the left-hand side to light on the right-hand side (no application menu, system tray or anything). This is fully updated Ubuntu 13.10 with GNOME and Xfce but logging into - the 'GNOME Fallback (No Effects)' session. + the 'GNOME Flashback (No Effects)' session.
