Just some new updates. I have just did a fresh install of 13.10, and tested the layout settings. It definetely does not work on a fresh install. Alt_shift is also not able to be set with gsettings, gsettings only works with the Ctrl_shift toggle. After enabling the proposed updates, it is still not working for the Alt_Shift. It is working for the Ctrl_Shift. The modifier only iput switch ppa is the same. after installing it i still cannot use Alt_Shift, only other shortcuts... It is really a shame, that gnome developers cannot correct such a bug in so long time...
