Public bug reported:

Hello all!

I have a persistent problem with changing themes. When I change them
through the appearance section of system-settings, the themes do not
change (neither GTK3, metacity, and/or icon theme).

---------------
1) Description: Ubuntu 13.04
Release: 13.04
---------------
2) gnome-control-center:
  Installed: 1:3.6.3-0ubuntu24.1

4) Instead, the old theme remains. Even a log-out and a login still retains old
themes.
