Thanks for reporting this bug and helping to make Ubuntu better.

According to Debian, gdm actually needs dconf-cli instead:
http://anonscm.debian.org/viewvc/pkg-gnome?view=revision&revision=38363

We'll still have ubuntu-gnome-desktop depend on dconf-editor though. I
don't know if Ubuntu itself will continue to include dconf-editor or not
by default.
