Same problem here. I did a fresh install of Ubuntu 13.04 AMD64 and used my old Ubuntu 12.10 AMD64 home partition (located on another HDD). The problem occurs when attempting to create an AIM, ICQ or Yahoo! account.
I've already tried to remove the .mission-control .config/signond .config/libaccounts-glib directories with no effect.
