Binary package hint: gnome-system-tools
I am not 100% sure, but I believe this bug is introduced in gnome-
system-tools (2.15.5-0ubuntu5).
Now network-admin looks for locations in /root/.gnome2/network-admin-
locations/ instead of the current user's home: ~/.gnome2/network-admin-
locations/
