Yes, it is the panel. No, I don't think it's not a bug. It makes no sense to display a few *empty* pixel lines for the panel. It doesn't do that for the task list (which is at the bottom, in my case). And it also didn't do it for the panel in earlier versions. I'd happily file this upstream if I were sure it's not caused by some Ubuntu-specific change.
