Public bug reported:

After a while, gnome terminal stops allowing you to drag and drop tabs
from one terminal window to another. When you drag the tab over another
terminal window and drop it, it behaves as though you'd dropped the tab
somewhere else and creates a new window.

All I can tell is that the time is random and probably depends on the
number of times you've already done this.
