I agree we could just: 1. Unmount all partitions; and then 2. Suspend the drive (put it to sleep). That should be a safe way to remove the drive.
The main issue with this bug is that the Unity launcher is presently tied to the Nautilus behaviour. So far we have only mirrored what Nautilus would let you do. But we don't really need to. If there's a safe way to shut down a drive without risking removing it (it may be an internal device), then we should.
