With the open radeon driver, I found a way to fix this problem.

If I modify the GRUB_CMDLINE_LINUX_DEFAULT line in /etc/default/grub and
add "radeon.audio=1", the HDMI output is always visible in the list of
outputs.

my /etc/default/grub line now looks like this:
GRUB_CMDLINE_LINUX_DEFAULT="quiet splash radeon.audio=1 radeon.pcie_gen2=1"
