Public bug reported:

I have a display resolution of 1920 x 1080 (16:9) on my main display,
and a resolution of 1024 x 768 (4:3) on my secondary display. When
opening Shotwell maximised on my main display, the options such as
Rotate, Enhance etc don't show. The space where they should be is just
blank, showing the background application or desktop. I have to un-
maximise Shotwell, then re-maximise it (best way I can describe it) to
then reveal the options correctly.

I can always replicate this, and have included a screen-shot of Shotwell
opening without the options appearing as they should be.
