This may be difficult to reproduce, because I am not sure how the "ghost account" got there. When it is deleted, it re-appears on restart. This maintains the behavior through a complete uninstall/reinstall of empathy too. I removed the ~/.config/empathy/ folder too, let me know if there is another config I can try to delete...
