@Sebastien Bacher: You are right: local user's settings do not have to affect the system-wide settings. In this case the description sounds like workaround only. But in this case there have to be a proper place within the user's settings area which will keep the current user's setting not overwritten by system-wide settings during start-up or during normal work.
