K. The time I reported this, they didn't, as far as I remember, which I feel is 
correct as the seek bar in the window and the one in these separate controls 
display different duration.
Today, two different things happened:
1 They do work with the video getting re-sized but without any borders or 
controls attached around it with only these controls remaining from the full 
screen and the seek bar displaying the correct duration.
2 The video re-sized  with no controls at all. (Attached)

It does not happen every time.
It's kinda tricky. I don't know how it happened the first time, but now, I go 
full screen, Alt+Tab to Chrome (v 18.0.1025.168), and drag the title bar down...

It surely has something to do with Chrome. When I run VLC in full screen
and Alt+Tab to a sized window of Chrome and choose maximize it does
happen but in kinda background and VLC  (still full screen) becomes the
active window again...

'Is the bug going away if you move a dialog over the area of the
background?' No.
