Ubuntu 12.04 amd64, clean install.
System language / language used during installation: English.
Keyboard layout (selected during installation, too): Russian.
Just installed, rebooted, and logged in.  I see no layout indicator in 
upper-right corner (indicator area).
System settings -> Keyboard layout: only English layout is installed - BUG!
Expected: Russian layout must be installed automatically because I selected it 
during installation.

Going further:
Clicking '+', selecting "Russian".  Layout indicator appears in indicator area.
Going to Options -> Keys to change layout, checking "Alt-Shift".  Closing 
"Keyboard layout" window.
Logout.  Login.  Indicator is visible and working Ok.
Reboot.  Login.  Indicator is visible and working Ok.
I see no bug with disappearing layout indicator.  Only the bug with not 
installing the keyboard layout selected during installation (why asking if not 
pre-installing it ?).
