It's filed against the two most prominent chat programs in ubuntu now
(this is indeed a packaging "issue", not one for upstream, and certainly
not for pastebinit). I'll let somebody else decide on accepting or
rejecting this. My feeling is that your best bet would be to convince
the Debian maintainer of chat client packages to add a
"suggests"-relation.
