Public bug reported:
When clicking on Empathy's icon in from the Indicator, the Preference
window of Empathy opens up as well.
I have right-clicked on Empathy's icon in Unity and selected "Open
Preferences" before, and since then it keeps happening, although I'm not
sure if it was that that triggered the bug.
