Zach is correct; this is not a duplicate of bug #29560. That bug is a filed against metacity, which is only one of the components contributing to the failure of Ubuntu to provide a smooth DnD experience.
As written, the summary and report do not describe the commonly desired behavior for DnD. What's needed is not for a program to "steal focus", merely for its window to be raised at the right time.
