Public bug reported:

Some times ago, right clicking on the desktop, was letting us to create
a launcher. But this is no more available on Precise or Oneiric when you
are logged as gnome-classic (fallback mode). That was usefull specially
when desktop's icons or gnome-panel was not available; that way a new
launcher command can be placed on desktop. Nowadays if the user have
enough knowledge it can call a terminal via Alt+Ctrl+T , but not
everyone remember/knows that. So a launcher creation need to be readded
on right click desktop's menu as it's more intuitive.
