English is my first language and I've done my best to re-read the problem description here. I think it is comprehensive enough to reproduce the issue.
In point form: o Have an open Empathy chat window. o Tell the window to remain visible on all workspaces. o Double click the Empathy contact list to begin a new conversation with a *different* contact. o Switch workspaces.
