The problem is not what shotwell does. The problem is what the first time user expects shotwell to do.
Remember that people are coming to shotwell from f-spot, the photo manager that actually did (or appeared to) mangle users' photos, with a low level of confidence in linux photo managers. Altering the documentation won't fix the problem because users don't read documentation. Adding a dialog to the import process will fix the problem.
