I am closing this bug since autohide works just fine with gnome-panel. Your issue is with Unity's menu bar which is not gnome-panel. It is a Ubuntu design decision that the menu bar not autohide; in fact it would make the menu bar much harder to use if it supported that. If you have a problem with an app running fullscreen, I suggest you file a bug against the specific app that isn't working right.
