Public bug reported: My scenario:
Opened System Settings, Backup, set up a backup for the first time (to an external hdd), set it off for the first backup. Closed the settings window. Later, while it's still backing up, I open System Settings again for something else, and I notice that in the launcher, instead of two tile for deja dup and system settings, it shows two arrows next to deja dup's icon (the safe), as if there were two backup windows open. Basically, when a backup is in progress, the System Settings window looks like another backup window in the launcher.
