As workaround I currently use kernel option acpi_brightness=vendor. Now startup brightness is equal to 100% :-) And if display goes dim after inactivity timeout brightness is not restored and stayes 0%. But this problem handles keyboard shortcuts for increasing brightness with xbacklight.
