After some more trying I managed to find a way to reproduce the issue. It's quite easy actually.
- Open Empathy - Click on "Edit - Accounts" - Close the Accounts dialog After this it is not possible to open the Accounts dialog again. A work-around is killing the "empathy-accounts" process using the "System Monitor".
