Changing to "Opinion", there is no "blaming" other people but explaining
who made the decision, Ubuntu doesn't plan to add the option over what
was done in Oneiric (which is adding a combo allowing to select one of
the supported themes), you are free to not upgrade your distribution
though that's not a very constructive behaviour you have there, if you
care about installing theme just pick a software doing that, install it
(gnome-tweak-tools for example) and move on
