I have the same problem, XUbuntu install hangs at "Configuring target system" and a ps-aux shows the following proceses:
$ ps aux | grep perl root 7333 0.2 0.6 78100 25852 ? S 15:36 0:01 /usr/bin/perl -w /usr/bin/debconf-communicate -fnoninteractive ubiquity root 7455 0.0 0.6 77784 25884 ?
