Hey, not sure we are speaking about the same thing. I'm speaking about gnome-display-properties, it displays your monitors and one of those has a top bar displayed in the colored rectangle, that's the one to drag around. Now I'm not sure if that feature was already available in 10.04lts I would need to test but it's working on Oneiric, you might need to edit xorg.conf in 10.04 lts
