I'm using ca_ES locale. And yes, pango is disabled by default, because it's much slower. There was a discussion about pango in Firefox: https://launchpad.net/distros/ubuntu/+source/firefox/+bug/32561
Now I've just tested Firefox and has the same problem, so maybe this is the bug source. And the same workaround applies: when using pango backend (MOZ_DISABLE_PANGO=0 firefox) fonts are choosen correctly.
