@thimothy : I think you are a bit wrong. We could have said the same thing 3 years ago when gnome-code-install ( Which propose to install a gstreamer package when a codec is needed) was developped.
the status here is a bit different as libdvdcss is not even in Universe but launching install-css.sh after the user have clicked on Ok should be an easy task. However I see you point in telling the user that there are legal solution like the fluendo DVD player with is Payware, BUT it's only available on some architecture.
