This is indeed a bit unfortunate. By default, admin users have printing
administration capabilities by way of being in the lpadmin group. This
is how system-config-printer can configure printers without extra
privilege helpers.

Do we actually plan to use g-c-c's printing admin? I thought we were
keeping system-config-printer, as it is much more complete?
