I'm having this exact same problem. Logging in with gnome classic or gnome classic no effects starts with an ambience themed top panel, but that appears to crash and is replaced with a seeming default gnome theme. However the ambience theme appears to stay with some, but not all window borders.
Checking the Appearance control panel shows a Custom theme selected. Selecting Ambience or any other theme does not solve the problem. The problem looks exactly like the desktop screenshot attached by a previous poster.
