On my opinion it seems to be a problem of gvfsd, especially gvfsd-ftp. There is a bug ticket upstream related to gvfs and ftp chmod. https://bugzilla.gnome.org/show_bug.cgi?id=651729 It seems gvfs seems to have problems when the ftp server doesn't support chmod, which is common for security reasons. But it doesn't seem to work too, when the ftp server supports chmod. I tried it with my own ftp server. The problem was still there. The upstream bug report contains a small patch to fix the problem. I tried the hack on my system with gvfs 1.8.2 (I used an Arch Linux setup for that test). For me that fix works fine.
