This particular bug has already been reported and is a duplicate of bug 530999, so it is being marked as such. In the meanwhile, you can try the following workaround so you can remove the unwanted keyboard layout. How to solve: 1- Upon logon, in gdm (Login Screen), select the keyboard layout you wish to use and login. If you use autologon (you do not see the login screen), do "System -> Log Out username..."; then the login screen should appear. 2- Once you've logged in with your desired (USA or Serbian) layout, you can go to the Keyboard preference panel and delete the UK layout, while setting one of the others as your default. 3- Log out again, and you should see your desired default layout being used.
