Jeff, I'm working with a machine upgraded from 10.10 to 11.4 I also have been trying to get X to listen to TCP. After adding /etc/gdm/custom.conf to have [security] DisallowTCP=false and changing /etc/gdm/gdm.schemas security/DisallowTCP to false without success.
But after changing /usr/share/gdm/gdm.schemas security/DisallowTCP to false Success.
