Public bug reported:
The unlock test for gnome-screensaver may confuse some users.
When an incorrect password is entered, it displays "Not permitted to gain
access at this time."
When I first saw the message it took me a few seconds to figure out that
I had typed my password incorrectly and that there wasn't some new
strange feature like a time lockout in Edgy.
I believe this text should say "Incorrect password", "Invalid password",
or some other descriptive text.
